And how are you accounting for them below the counter, when depressed?
 
Distance from sink is irrelevant if this is a kitchen (including islands and or peninsulas). Reason being it is a counter-top in a kitchen. All counter-tops must follow the rule of receptacle placement distance along with being part of at least one SAC required, and also GFCI/AFCI protected as per AHJ/NEC where dictated.

Try tombstones, they may be a bit less expensive.

Side note: placing a receptacle face up from the counter top/face is not acceptable.
