IMO, forget this stuff Easy Liquid Sander Deglosser, it just is not as effective as cleaning and sanding. You do not have to get aggressive just lightly sand. I would also ditch the Kilz primer idea. There are hundreds of better primers out there. Also forget the tsp, the paint can will tell you that( or it should), it leaves a residue that paint will not stick too.
