With the system operating light a piece of paper and see if the smoke is sucked in.

If it's a manifold of the return air then you should be able to attach it to the cover.
 
Yes it sucks the fresh air into it
 
If you cut it the exact size of the inside of the cover, the screws used to attach the cover will hold it in place.
