Backdoor or threshold sealing?

So we just leased a house that was built in the mid 80's. Has had some remodeling done inside and the owner put down tile flooring. The problem I'm having is when it rains, there is water leaking into the backroom because there is a gap between the bottom of the door and the metal threshold. The door sweep seems to be okay and extends to meet the threshold but I need to replace that seal on the threshold. Any help is appreciated.
 
The real problem is the step outside should be down 6". This is a problem for the landlord isn't it?
 
If water is puddling outside the door, there is not much you can do to stop it from infiltrating. You can try squeezing some caulk under the threshold but that is a crap-shoot.

Looks like gaps at both corners. Maybe start there.
 
It looks like there is some step down there is grass growing in the crack. Couple inches?
Sounds like the threshold is tipped in?
