I have changed out my contactor, when I turn to cool at t-stat with setting at 90 and room at 63 the condensor fan starts running, turn back to off and it shuts off.

rphbrew - just the fan or both the fan & compressor?
did it do this prior to changing the contactor?
is it possible that you mis-wired something?
can you post a pic of the outside unit wiring?
