Ok, S, now I know what it is, and what is causing it, and how to clean it.

Is there any way to stop it from occurring again? Why is it happening near the drain of my freezer?

I know I have seen white in other places too, so this is likely a problem with the entire basement.

Water wicks toward heat in concrete. The heat of the compressor likely doesn't help.

I would put down something like this.

Deep Penetrating Sealer
