Looking for ideas to clean out deposits from city water in a lower sprayer arm on a Kenmore built in dishwasher. Daughter has had some luck using baking soda and vinegar but wondering if there is a better way.

If you can take the arm out, soak it in vinegar. If that works through a little in with every load in the future.
 
Have you tried to run some CLR through it or as nealtw says remove and soak it in CLR?
Make sure to run an empty load before using for dishes again.
 
I suggested the CLR to her but have not heard back as to the results. Next time I go over if it is not working ok I will see about taking it out and trying the soaking followed by a bit of air to blow it out.
