hello all, I have what I believe is a air purge valve which is about 4-5 inches tall and cylindrical in shape with a small knob on top which is brass in color screwed onto the top of a air scoop near my boiler. it looks like there is a lot of rusted run off from that knob and I would like to replace it. do I need to turn off the boiler or drain it before doing this? thanks

Yes. The water in the boiler system is under pressure. You at least need to drain it below the valve.

I've seen a boiler maint. guy do a "hot-swap". He didn't want to bother draining down the system. But don't try it if the water is hot, you will get wet.
