Have 2 story house, with attic, built in 2000 in Texas. Standard framing with attic bracing and collar ties. Would like to clear the space and put down some flooring for storage purposes.

Questions:
a) can I replace the wooden collar ties with Strongtie metal straps to clear headroom?
b) can I merely sister the roof joists to keep them from sagging once the braces are removed? If not is there another option?

Whar are the dimensions of the framing and can you post several pics of the attic framing
 
Most houses that new have engineered trusses and the answer is no without an engineer and then the answer is usually no.
 
In most cases in newer homes the attic was never intended for storage.
Unless you have a bare minimum of 2 X 6 bottom cords with 12' or less spans you may end up with ceiling damage if you top load them.
That bracing is what's holding up the roof, keeping the ceiling from sagging, keeping the roof from sagging in the middle and keeping the walls from spreading, so there kind of important.
 
Big difference in attic framing terms.... collar ties are used in a "stick built" rafter/ceiling joist system- the collar ties for wind uplift of the ridge; do not remove them esp. if live on the Coast. Braces (for trusses) may be temporary OR permanent, need pics- as said earlier.
Sister to keep from sagging; rafters or ceiling joists? C/j's may have a "strong-back" to help support them --- again; need pictures, Rafters may have "purlins and struts" to support them. Thanks!
