I had a neighbor put up indoor tract lighting for me. I was afraid that I would short circuit something. They have been working...most of the time. Sometimes in the evening they start jumping between different intensities, and even blink. Eventually the problem goes away. The other incandescent lights in the room do not have this problem.

What can be causing this behavior? Is there a faulty connection? Are there voltage swings that are causing this? They are the low voltage non-halogen type of lights.

Sounds like a loose connection.
 
If these are powered from a dimmer switch, it may not be compatible with the fixtures step down transformer.

There may be some information included with the fixture packaging.

Magnetic and electronic transformers require different dimmers.
