Default Smoothing concrete

Is there a way to smooth rough concrete?

Yes but, the technique depends on how rough your talking about.
Last year I poured a sidewalk slab and hit it with too course of a broom for the finish surface and wish I had used a lighter touch. I don't use that slab too much so I just let it go given the cost to make it right.

dual-disk grinder, walk-behind or hand held scarifier, hand grinder, clark oscillating sander, diamond grinder - what're you trying to achieve ?

it may be more efficient & cost less to overlay
