Purpose of Large gap in brick

Hello,

I bought a new home and was wondering what is the point of the big gaps in the brick patio area? I was pressure washing today and a frog came out of one the holes as well as well as alot of clay dirt. I am used to weeping holes in brick but have not seen them this large before.

most like they are for drainage to allow any water build up to drain from behind the wall.
