well recessed is very bright first of all. i have recessed in my basement and its the brightest rooms in the house. the dropped cieling shouldt be a problem afterwards but you have to make sure a light isnt going to fall over where a grid is going to be. cutting the dropped cieling boards to fit...

this stuff can be painted. I have done it before, but you do have to use a prime coat and be prepared to do a few coats. it actually looks ok when you do it right

if your only bringing it down a few inches get a 6 panel solid wood and cut it on the bottom. shouldnt be a problem
