I want to paint a few small spots here and there on interior walls - not repaint the entire room (a hefty size repaint, and most of room looks fine). Cleaning of wall isn't an option, as in some cases, there have been specs of paint chipped away for one reason or another when kids were younger...

Outdoor faucet had some piece blow off and now when I turn water on, it shoots up out of faucet (attached pic probably explains it a lot better than me). What is the missing piece called, and is repair/installation of replacement piece something that a rookie could take a crack at ? Or need I...
