    Voltage across 2 line feeds?

    Yes, first check at the breaker box. If you have the same reading there, then going back to the first answer double check to make sure the two lines are not coming off of the same leg at the breaker. The black wire should be on one leg and the red wire on the other leg in order to get 240v.

    Yes, I am in the U.S., specifically in WV. My house was built in 1868 and from what we have been able to find, indoor plumbing was added some time around 1920. As I renovate things, I am trying to maintain it as close to that time period as possible.

    You could use a simple outlet tester at least where the router and the Simplisafe base are plugged in to see if it shows any errors in the wiring. I would do outlets in every room just to see. At least it's an inexpensive way of doing some detective work.
