    You don't strictly need concreting in if they are on a firm surface. Maybe you could dig out below the post and slide a small or part cut paving slab under it. Bits of old slate or roof tile to level it off. If its on a slope you could dig new holes adjacent and put new posts in. leave them...

    I agree with deadmite. An automatic sander would make it a lot easier, and then just give it a coat when your done

    How often should I repaint my deck?

    As others have stated, you can set a schedule for painting but its not really necessary. Just repaint if it begins to peal. This will save you time and money
