Sounds like unit might be low on freon. Or run capacitor on compressor.If you are going to try to check capacitors even when power is cut off the may still hold charge .I suggest you call an a/c company.

Did you make sure center button is all the way in? Also did you try continuity check to see if plug is bad.

Did you try to take out plug ? If not turn off breaker pull out plug and clean out box with vacuum. Check box for nails or screws witch may tell you what it's attached to. You may be able to see or feel through unused wire hole.
