Hi, sounds like someone wire both black and white leads to a breaker/fuse? ...creating 240 volt? did you trace back to the breaker box to see if white is attached to breaker/fuse instead or neutral/ground post? Its a thought, hard to understand without looking at it. Worth a try.;)

    disassembling a single hung window

Hi, if it is a SINGLE hung, then the top sash if fixed and cannot be removed. If this is a recent vinyl window, then the bottom sash should either tilt out and down, then lifting one side up will allow you to remove it completely. If it is a older wood window then you have to remove the wood...

No problem, you're welcome. If you are looking to gain more R-value, you can use Polystyrene hard foam in the cavity, then make up the different with fiberglass. Polystyrene hard foam comes in sizes from 1/2" all the way up to 2". This way you can place 2" foam board then 3-1/2" of fiberglass...

Replacing aluminum basement windows set in concrete

Cut and remove entire frame & window. Start new with treated window "buck" if you have the room or install new window frame leaving a 1/4" gap around for foam and caulk finish. New windows can be installed with nailing fin to "buck" or jamb screws or clips to fasten to block or brick.;)

Thicker insulation in a thinner space?

Hello, No not a good idea. Insulation is made to work when it is "fluffed" in the space. Compacted or compressed insulation reduces the R-value rating. Always check manufacturers recommendations. ;)
