I would use rubberised floor tiles, or stall matts for indoors, and cement outdoors. make sure that the dogs have access to another type of footing (gravel,sand,grass,) and blankets or a bed so that they 1) do not have foor problems, and 2) do not develop pressure sores and orthopedic problems.

You blew your breaker but it is possible one of the wires may have burnt at a connection like the switches you have. Reset the breaker and see what happens if you still have no power check the wires at the switches. If you still cant find the problem then sorry you will need a pro.
