    In CA it only needs to go through conduit if the wiring is ran through the exterior of the house. Basements typically can have exposed as long as it's secured / stapled every 4' and within 1' from a box. Not certain which code that is but I believe it's NEC 2006

    Outside unit runs inside blower does not always?

    It's not easy to diagnose a problem like this without actually being there. I would start by looking at all of the wiring to the inside blower, make sure nothing is lose or corroded.. maybe even double check your grounds, lose grounds can typically cause issues like this.
