I picked up a new capacitor from Grainger for $5.00. Put it in this AM and so far so good. The blower starts right up and no more burnt wire smell. I guess I will no for sure after a few more heating cycles. Thanks, Brian

That was because I took the photo after defrosting. It had a big coat of ice and I could see the coils were solid ice at the time. Thanks again for the reply!

The ice builds up on the coil cover. I have not yet removed it. The the pic had on my original post is the only one.
