I am going to drill a small hole around where the toggle bolt is to make sure it isn't touching anything. I am starting to really think that this could just be interference from the surge protector giving false readings. It just seems odd that it only reads when the surge protector is plugged...

It showed up with a 1 with the bracket and screw removed from the wall. The multimeter was set to 600 on the AC function

That bracket was removed from the wall and I had one lead on the screw that was in the wall and the ground was in the ground of the receptacle

I actually removed the bracket from the wall and ran the test and for some reason it also read voltage for some reason

So use the (negative)neutral lead in the 3rd prong of the outlet and place the other (positive) lead on the screws or the bracket and that should tell me if any voltage is running through the bracket or screw?

I am going to try a voltage meter once i get home and see if it truly has voltage running through the bracket or not. It just seems odd that only when the items are plugged does it show some sort of AC behind the wall
