Window rot - how much trouble am I in and who to reach out to?

In the process of cleaning out some of the leaves, spiders, etc from my window this morning I noticed one side between the main window and screen was sagging. I pushed on it a little and it started to give. Long story short it appears some water got in there and has destroyed at least the top layer of wood and the top part of the 2x4 (or whatever it is, I can't see it, can only feel it) is soft as well, but not falling apart. See pics.

In any case how should I be approaching this and who is best to call? I'm thinking a window/siding contractor? Anyone been through this before and have any other advice?
