All surges are not created equal. If the surge originates with the utility (line to neutral) then resolution to neutral is needed (of course that grounded outlet is tied to neutral in the panel). If the surge is atmospheric then resolution to ground is needed. There is a lot to consider before reaching for the wallet.
 
Sounds like one may need 2 units... one for atmospheric and another for surges that originates with the utility
 
APC implies that they cover both but I haven't verified.
