cable tv internet coaxial outlet

Hi all, Just bought a condo and this is my first post here. We're in the process of installing TV and internet. We have what I thought was a co-ax outlet that had been painted over, but when I popped the wall plate off this morning to change it, now I'm not so sure. Has anybody seen this...
