bathroom sink stop doesn't stop

I got a faucet and drain from my mom, it's about 2-3 years old, got it all hooked up and tried drain stop and it only slowed the water down. Everything is nice and tight and the sealed piece sits nice and flush. Does it need more adjustment underneath?

That's not unusual. The washer inside a traditional stop valve tends to fail. It can be repaired, but it is more practical to change the stop valve. Of course, turn off the water (possibly the whole house) before you remove the old valve. Replace it with a quarter-turn ball valve; it'll last much longer.
