Hello. The blower motor in my my air handler (American Standard TWE031E13FB1) stopped functioning properly. The fan will try to start, but then stops, then tries to start, then stops. It keeps repeating this cycle until I turn the unit off. I had a similar issue previously 3 years ago & I replaced the blower motor module, which fixed the issue at that time, so I thought it could be the same issue, however replacing the module had no change this time. What else should I be looking at? Could it possibly be the transformer?

Not an expert, but that sounds like a run capacitor problem to me. I don't know how to test them, but they are inexpensive to replace.

This is an ECM motor. Try looking it up on youtube and see what is required to test and repair.

The blower of your HVAC system is the prime component that helps in pushing air through the vent of your HVAC machine, without it. Some of the causes that might affect your blower motor are overheating, fan belt problem, icy air conditioner, due to dirty air conditioner blower. If these causes doesn't occur then you should contact to residential HVAC system maintenance professional to fix it soon.

There can be several causes, such as fan clogged with dirt, a dead motor, a loose fan belt or a stuck wheel don’t let your ac blower work properly. You need to check all these causes if your ac blower motor not working properly or consult an expert to fix it.
