Just bought my first house this past December and I keep having water build up at the base of one of my drains. There is a condensation pipe and the gutters running into this place. What would be the best situation for fixing this issue? Please let me know your input.

The first thing we ave to ask is how does the ground slope in that corner. If the slope leans back toward the house, the water has no place to go but down against the foundation...which is not good (obviously). You could extend the drain pipe out and away from the building. Don't just rely on the splash block.
 
You need to raise the ground there or use a horizontal drain pipe to extend the downspout to a lower spot (or at least far enough away that the water can dissipate). If you have to install pipe, I recommend biting the bullet and digging a trench to lay the pipe in.
