I remember being told on here to open a hot water valve in the house when draining the water heater. I did that this time. I hooked up the hose, turned off the water supply, open the relief valve. The water was coming out of the hose at a medium speed. Slower than I would have liked, but faster than a trickle. I waited 15-20 minutes and checked the hose again and it had stopped. I assumed this meant the water heater was empty. I went to replace the top element, and as soon as it was unscrewed, water came pouring out.
