It's beginning tobe a Hit & Miss , sometimes Toilet will successfully Flush on the 1st Try other times 2nd & 3rd try.. There is No Blockage as a pail of Hot Water poured down the Bowl directly Flushes as it should.. Wondering if the Flushing Mechanizium needs Replacement ??
 
Take the tank top off, inspect the mechanisms for wear, then flush and see if you see anything that effects the workings.
 
Try holding the handle down for the full flush, If that works and you are like me you will just do that for the next ten years. If you are not like me that will likely mean it is time to change the flapper.
 
Do you use in tank blue or green cleaners? There used to be a great site called Toiletology 101 that explained why these are a bad idea and cause flushing issues. They create a thick goo on the bottom of the tank and cause lazy flushes. Given that the toilet flushes OK with a bucket I suspect you either have the Blue Goo problem or your flap valve is closing too fast. Possibly the anti-siphon tube is putting the water into the tank instead of the overflow tube. Unfortunately, Toiletology 101 is no longer an active site and I can't find the story via the wayback machine. However, it does have an article about causes of lazy flushes.
