A white powdery dust like substance is pushing or bubbling up under waterproof paint causing snake like shapes peeling on the basement floor (concrete poured over stone foundation) and in spots under the water heater. Also happening along the garage wall right above the floor. What is this substance and why is this happening? What can I do to prevent this? Photos below.
