The entrance to my house consists of a few steps leading to a small landing (45" x72") with the front door of the house. The landing is exposed to the elements.
Since under the landing is my basement, I wonder what floor can I put on this landing, so that it is waterproof? (Currently there is a pressure treated plywood covered by a worn-out outdoor capret and I would like to replace it by something nicer and more durable.)
 
I'm having some trouble picturing your situation. If you can post a picture that shows the area I think you will get quite a few ideas.

If I'm following your issue you need a roof membrane under the decking for this stoop. So your structure from bottom up would be:
  1. Floor joists (PT wood)
  2. Plywood (PT plywood)
  3. Membrane roof material
  4. PT sleepers
  5. Decking of choice (I'd use Trex or other synthetic, but could be PT, redwood, Ipe, cedar)
 
You could also do a concrete stoop, but it would need to be water proofed to act as a roof for your basement.
