Can anyone tell me what this is?

Hello group. My father passed away 16 years ago and I got most of his tools. He had a construction company but we also had a few hot rods. I know what the other tools are and how they are used but not this kit. I'm certain I'm overthinking this, but what in the world is this?

Looks like some kind of alignment tool. Like one used to line up clutch disk and plate.
