I would like an easier way to turn on a light.

This is what I currently have.

I have used this for other applications, but it will not work because I would have to bend down to use it.

Open the wall and wire it correctly, then add motion sensor devices.
 
Then have the management wire it correctly, or take it upon yourself and install wire mold.
 
I live in an apartment.

If this is a rental appartment you should not be doing any electrical work yourself. You should get approval from the owner/landlord to have a licensed electrician do the work - landlord should hire the electrician. Doing your own electrical work in a unit that you don't own carries liability issues to you if something goes wrong - and even sometimes when something does not go wrong. You should not be doing it. It's not your property.
