Hole in slab behind kitchen sink

Opened up my wall behind kitchen sink and found hole in slab.

Someone dug hole in slab around the copper water pipe - hole in slab extends to exterior. Any thought why was this done and why they didn’t fill with concrete?

(I put blue tape to keep out critters)

No idea why that would be there but, blue tape isn't going to keep anything out.
I'd mix up some mortar and fill it in.
 
Concrete in direct contact over time will corrode the pipe and cause it to leak.
There's been thousands of older homes that have had to be replumbed because the copper lines where ran through the slabs.
There should have been some sort of sleeve, such as PVC pipe over the copper where it came up through the slab.
