Since the hot (black) conductor and the grnd. (bare copper) are connected in the same wirenut, you need to do some more investigation.
 
That’s the line going to the shed....no power....I put a wirenut on them for protection.
The black and white wires are ‘live’, but I can’t determine what circuit they’re on...don’t want to strip them to get more bare wire for a multimeter...can I turn off the main breaker and join the wires from the house to the shed..safely?
 
You can do that but you need to determine which breaker they are on. They won't be connected directly to the main.
 
If you have the grnd. and the hot connected in a single wirenut, and you haven't tripped a breaker, something is defiantly wrong and you need to correct that before you proceed.

If you are not familiar with working behind the dead front panel, hire an electrician.
