I heard that a cheap alternative to sanding is scrubbing/sanding the wall with a Scotch Brite pad. I am not one for experiments, so I am unsure if this will really work or not. Can someone spare me some time and paint and let me know if this is truth or myth?
 
Are you painting a sheetrocked wall which is new with no paint? If so you still have joint compound or spackle on there. This you can sand with a scotchbright pad. If it already has paint, use some 220 grit paper. If that does not work get some 120 grit. test an area and good luck.
