Tiling on vynl outside deck

Hey forum,

I have a large fully roofed wrap around patio. The patio has 15yr old vynl layed on it. I want to tile over the vynl if possible. Can anyone let me know if mortar will hold ontop of vynl or if there is a cheaper product to put ontop of the vynl to make the mortar stick?
