I would wrap some new material around the outside and wire it on. The screen is mostly on those things to keep birds and such from thinking about roosting or building a nest.the previous owner cut out the metal mesh on my chimney cap for some reason i dont know. can i lay a mesh insect screen on top of the chimney than reinstall the cap?

I did that in our last house after a squirrel fell down the metal flue. It was fun getting him out without letting him loose in the house.I would use a galv. hardware cloth, because screen mesh is too fine and may cause debris from combustion to accumulate, and eventually obstruct flow.
I had a squirrel in my fireplace chimney. The damper was closed so it couldn't get into the fireplace. I put a heavy rope down the chimney for it to climb out. Our damper was closed, but we blocked off the family room from the rest of the house best we could, opened the two exterior doors and opened the damper. i have alot of trees around me, my gutters get constantly clogged.
