Adding an in-law suite -- zoning

So I've been warned that adding an exterior garage with in-law suite will be seen as multi-family housing by the city.

Has anyone "worked around" this by somehow attaching the garage to your house by a hallway or long & narrow room/passage from the main house?

My dad did that about 20 years ago, when he wanted to make the 3 car garage a 6 car garage. The city would only allow a garage that size if it was attached to the house. He added a small 4'x8' "hallway" with doors on 4 sides, I'm sure it was expensive, but he got his garage!

Check local zoning and see if it works.

That's correct. Attaching it to the home.

Yeah. But also you cant rent a place to be your garage.
