So I never looked up at this foyer window before and we’ll I did today and I noticed all the caulk is gone? Or broken.
Do I just need to climb up there and redo it?

why do you need caulking 10 feet in the air when there is no rain or wind and nobody will ever see it ?
 
climb up there and take a closer pic. I can't see any problem from what you posted.
might be a sign of something undesirable occurring.
yea pretty much scrape out the old loose material and reapply a bead of caulk.

It may have never had any, or it has dried out. If you have a ladder and want to do it it won't hurt. It is mainly cosmetic. If you look around your interior door casing you'll probably notice they caulked the sides but not the top. You can't see it so they many times don't bother. Any air infiltration at that level is pretty minimal and not leading to drafts where you are spending your time.
