Hello, there is a gap between the bottom of my exterior wall and the cement on the ground, both three driveway and the patio. The walls are brick exterior and the basement walls are concrete blocks. I remember hearing that one can pour cement in this gap. Someone suggested self-leveling cement. Does anyone know about this?

How big is the gap? Can you post pictures?

I would use self leveling CAULK there, not cement.

If you can't find the foam cord wide enough, use pipe insulation. fill the space below it with sand.
