Shut-off Valve Stuck Off

When replacing a dishwasher I shut off the water supply for installation. When I tried opening the water valve, the knob turned but it didn't release the water. It's the kind of valve that is at the main water shut-off.

Is there a way to try to open the valve without replacing it? Would taking that top nut off and pulling up on the rod open it?

Any suggestions would be appreciated. I'm pretty sure that that valve is 10+ years old and probably not used since previous dishwasher installation. I'm trying to keep from having to get another valve soldered on since I haven't had success in doing that.

Cut the pipe and install a new Shark Bite ball valve. A 15 min. perminite fix and no soldering.
