Hello

We have two windows that do NOT leak and they function properly. The outside wood trim is total crap.

To replace the windows the quote was around 500/window for inserts. For fully functioning windows this seems silly in addition to having a smaller window because of the insert. Any suggestions for how to repair or replace only the trim? I was told because of the construction and the stucco the only option was to replace the window. Is this correct? Are there no other options?

It would appear that the problem is with the paint prep, sand, prime with a transitional primer, such as ZINSER oil base, then paint.
 
If the windows themselves are in good condition and functioning properly, and the issue is specifically with the exterior wood trim, you should be able to repair or replace just the trim without having to replace the entire windows.
1. Sanding, repainting, or staining the trim can revitalize its appearance and protect it from further decay.
2. If the wood trim is beyond repair, you can remove the old trim carefully and replace it with new trim.
3. Consider using PVC or composite trim as an alternative to wood. Another option is to use vinyl or aluminum capping to cover the existing wood trim.
 
The windows have been neglected and not maintained, no wonder they are rotting out. The sashes need to be sanded down, primed and painted. The brickmould can be removed and a composite of the same design added. BUT, I would assume that the frames of these units will show rot and they should be completely replaced, not just an insert and cover the rot with break metal.
