1st of all, any bedroom that DOES NOT have two forms of egress requires a window, with 5.7sq.ft. opening area, and any competent installer knows this.

There is quite a bit of discussion about this on many sites. There is an exception for ground floors only needing 5 sq ft. and other requirements for basement windows with wells, etc.

One topic of discussion is whether double hung windows with removable sashes can count the entire area when both sashes are removed. Some inspectors say their jurisdiction will allow this argument. One person commented that a firefighter could not operate the upper sash release from the outside. An actual firefighter responded saying that most windows are locked anyway so they would just use the axe to open the entire opening regardless of style window. Makes sense. I guess the question would be, can a normal person open a double hung window release, from the inside, without special tools or knowledge?
