Sealing & Painting Roof Flashing

Paint is peeling off the flashings at the base of the chimney and also the shingle roof vent pipes. I have three questions.
1. Is it appropriate to use Rustolium spray primer before applying new paint ?
2. What is a good sealer to use on the vent flashings ?
3. Are there paints specifically for use painting the metal flashings

Interesting. Several decades ago, and systems will likely improved since then, we'd wash all galv. gutters and flashings with vinegar, prior to priming and painting.

A old roofer I knew always swore by a product called "Tinners Red" paint. Doing a Google search shows several versions of it and also alternatives.
